On July 29, China Huadian Corporation Ltd. issued the bidding announcement for its centralized procurement of photovoltaic (PV) modules for 2025–2026.
According to the announcement, the procurement includes two bidding sections: N-type TOPCon module framework and N-type high-efficiency module framework. The scope covers N-type TOPCon bifacial dual-glass monocrystalline silicon modules and other N-type high-efficiency bifacial dual-glass monocrystalline silicon modules required for certain new energy projects under Huadian during the framework period. The estimated procurement volumes are 18 GW and 2 GW, respectively.
The project is divided into two bidding sections:
Section I – N-type TOPCon Module Framework:
Supply of N-type TOPCon bifacial dual-glass monocrystalline silicon modules for Huadian’s new energy projects during the framework period. No restrictions are imposed on module and cell sizes. Module conversion efficiency must be ≥22.5%. Estimated procurement volume: 18,000 MW.
Section II – N-type High-Efficiency Module Framework:
Supply of high-efficiency bifacial dual-glass monocrystalline silicon modules (including N-type TOPCon, HJT, BC, etc.) for Huadian’s new energy projects during the framework period. No restrictions are imposed on module and cell sizes. Module conversion efficiency must be ≥23.8%. Estimated procurement volume: 2,000 MW.
In addition to possessing good commercial reputation, sound financial standing, and relevant qualifications, bidders are required to have achieved a cumulative domestic contract volume of no less than 1,000 MW for N-type monocrystalline silicon PV modules (with a rated power of no less than 575 Wp) from January 1, 2024, to the bid submission deadline (based on contract signing date).
Joint bids will not be accepted. Bids from agents will also not be accepted, except for sales companies under the same corporate group as the module manufacturer.
The bid opening/submission deadline is 9:30 AM on August 19, 2025.
