Energy storage included for the first time! Philippines launches 9.4GW green energy auction

According to BJX.COM, the Philippine Department of Energy (DOE) recently announced the country's fourth round of the Green Energy Auction (GEA-4) program, targeting an additional 9.378GW of installed solar and onshore wind capacity. In addition, this round of bidding will also procure 1.1GW of photovoltaic and energy storage projects, making it the first time that the Philippines has introduced renewable energy and energy storage systems (IRESS) into the bidding.

IRESS projects are subject to specific technical requirements, including a minimum 4-hour discharge capacity for the energy storage system to ensure grid support capacity and energy reliability.The types of projects that can be applied for in the GEA-4 competition include ground-mounted solar, roof-mounted solar, floating solar, and onshore wind.

The current round of bidding projects is scheduled to be implemented progressively in Luzon, Visayas and Mindanao from 2026 to 2029, with the selected companies signing 20-year power purchase agreements.

The Department of Energy (DOE) has emphasized that bidding projects are required to adhere to strict schedules in order to comply with the latest revision of the Comprehensive Guidelines for Bidding. Previously, the DOE had announced in October 2024 that at least 105 renewable energy projects, including 53 photovoltaic (PV) plants, most of which were approved in 2017 and 2019, faced contract termination due to project schedules not being met.

Nonetheless, the Department of Energy (DOE) has high hopes that the GEA-4 Bid will provide a significant boost to renewable energy investments and said, “As the government's flagship program, the Green Energy Bid Program aims to expand the installed renewable energy capacity in the Philippines and to achieve a 35 percent renewable energy share in the country's energy mix by 2030. By offering long-term power purchase agreements, it will not only help boost sustainable energy production but also ensure a more stable, reliable and green power supply.”
