On December 5th2014, Canada announced to initiate preliminary anti-dumping and countervailing investigation on China’s solar products . On March 5th2015, the Canada Border Service Agency (CBSA) announced that it will launch an investigation on PV modules and laminates originated or produced from China, according to the Special Import Measures Act 38.
“The investigation will only have impacts on PV modules produced in China. It will not have any effect on Taiwan PV manufacturers. In addition, since module is the target, cell exported from China to Canada is excluded from the range,” said Jason Huang, research manager of EnergyTrend, a division of TrendForce. “China’s total cell and module export to Canada is about 460MW every year. Plus, Canada has Canadian Solar as its local module supplier. Thus, Canada’s anti-dumping and countervailing investigation this time will have limited effect on Chinese manufacturers,” Huang added.
