10GW! Another Overseas PV Cell and Module Giant Settles Down

SAEL Industries, an Indian renewable energy company, has announced plans to build a 5GW solar cell and 5GW module manufacturing plant in Greater Noida, Uttar Pradesh, which is approximately 43 kilometers south of New Delhi.

SAEL, through its subsidiary SAEL Solar P6 Private Limited, is investing INR82 billion ($954 million) in the project, which is due to begin construction later this year. Once operational, the plant will increase SAEL's total solar capacity to 8.5GW.

The new plant will manufacture TOPCon solar cells and modules. The project aligns with the Indian government's Approved List of Models and Manufacturers (ALMM) policy, ensuring compliance with domestic quality and procurement standards.

Sukhbir Singh Awla, Director at SAEL Industries Limited, stated:
"Establishing an integrated solar cell and module manufacturing facility in Uttar Pradesh enables us to bring technology and manufacturing closer to home, while actively contributing to India's clean energy transition. This aligns with the state's solar policy and national missions such as ‘Viksit Bharat by 2047’ and ‘Atmanirbhar Bharat’, empowering us to strengthen the domestic supply chain and reduce dependence on imported solar equipment."

SAEL, headquartered in New Delhi, is an Independent Power Producer (IPP) with over 6.7GW of solar assets across India, including both operational and under-construction projects. Currently, SAEL's TOPCon PV module production capacity stands at 3.5GW, supported by a 3.2GW facility in Rajasthan and a 300MW plant in Punjab.

India's Domestic Solar Manufacturing Boom

India recently surpassed 100GW of installed solar capacity, making it the fourth-largest solar market in the world. By 2030, the country aims to install 500GW of renewable energy, including 300GW from solar. India is also positioning itself as a key manufacturing hub for clean energy, particularly in photovoltaic (PV) module production.

Earlier this month, energy consultancy JMK Research reported that India is projected to install 28.3GW of utility-scale and rooftop solar PV projects in FY2026. Although Chinese companies dominate module shipments in FY2024-25, Indian manufacturers are rapidly scaling up their production capacities.

Recently, solar pump and motor manufacturer Shakti Pumps raised INR2.9 billion ($34.1 million) to set up a 2.2GW solar cell and module factory in Pithampur, Madhya Pradesh. Solar manufacturer Premier Energies also commissioned a 1.2GW TOPCon solar cell production line in Hyderabad, Telangana.

Last month, module maker Ahaan Solar began constructing a 2GW module factory in Rohnat, Haryana, with an investment of INR8 billion (USD95.8 million). Around the same time, another module manufacturer, Saatvik Solar, announced a new facility in Ganjam, Odisha, comprising a 4.8GW cell and 4GW module plant.

In early June 2025, Involt Energy also broke ground on its first solar cell factory in Gujarat, with an initial capacity of 1.78GW.
