Indonesia's Ministry of Energy and Mineral Resources has set a quota for the state-owned power company PLN to develop rooftop solar energy between 2024 and 2028 to deploy 5,746MW of rooftop solar energy. The Jakarta-based Indonesian think tank Institute for Basic Services Reform (IESR) expects that industrial and commercial rooftop photovoltaic power stations will rise after the cancellation of net metering this year.

The 5,746 MW quota is allocated as follows: 901 MW in 2024, 1,004 MW in 2025, 1,065 MW in 2026, 1,183 MW in 2027, and 1,593 MW in 2028.

IESR said the new quota does not meet the goals set by the National Rooftop Solar Strategic Plan in 2021. It called on the government to pay attention to customer interest in adopting rooftop solar and increase the quota in 2025 to strive to achieve the goal of renewable energy accounting for 23% of the energy structure in 2025.

The Indonesian government abolished net metering in February, and IESR expects that rooftop solar will become popular among industrial and commercial users in the absence of net metering. Marlistya Citraningrum, IESR's Sustainable Energy Access Project Manager, said that industrial customers are very interested in using rooftop solar to reduce energy costs and ensure sustainable manufacturing processes.

Last month, IESR called for the implementation of power wheeling in Indonesia, saying it would create a renewable energy market and have a positive impact on industrial investment.
